Ethnopolis?

"Ethnopolis" is a term coined by Asim Mujkić, meaning, in his words, "a community characterized by the political priority of the ethnic group’s right to self-determination over the citizen’s right to self-determination where the citizen’s membership in a political community is determined by her or his membership in ethnic community" - "We, the Citizens of Ethnopolis", Constellations, Vol. 14 No. 1 (2007)
